Regarding Oceania Champs Devonport, Tasmania - Coaches please assist your athletes in understanding these rules as we realise they are rather overwhelming for athletes not used to racing ITU races.

At this point in time we cannot guarantee any logistical support referred to in the email below.

A small support team will be there solely for the athletes racing for Olympic Points/Spots only.

Please note the withdrawal system and athlete briefing process and the wait list process outlined in the ITU policy attached. Athletes and federations will be penalised if these rules are not adhered to.

All athletes must comply with all ITU rules and ITU uniform rules. The Continental Champs (the Oceania Champs in Devonport is the Continental Champs) is a race that uniforms must be in the colours and design chosen by the National Federation. The colours chosen by our national federation are black and white/silver and the approved designs from 2011 are found on the ITU website here

U23 Triathlon NZ Selection Policy

ITU Triathlon World Championships Grand Final (TWCGF)
Auckland, 20th – 21st October 2012

U/23: 1.5k Swim / 40k Bike / 10k Run

1. INTRODUCTION

1.1. The strategic plan of Triathlon New Zealand is to retain and develop talent. An athlete will only be selected in a representative team if he/she has demonstrated he/she has the ability to perform with distinction on the world stage

1.2. This policy details the process and criteria by which Triathlon New Zealand (Tri NZ) determines the TEAM members for Triathlon NZ ITU U/23 Team for the 2012 ITU Triathlon World Championships Grand Final (TWCGF).

1.3. Tri NZ reserves the right, at any time, to amend alter or withdraw any clause in its Triathlon NZ ITU U23 Selection Policy for any legitimate purpose in the best interest of Tri NZ and the sport. Tri NZ shall not be responsible or liable in any way to any person as a result of such amendment(s).

1.4. Tri NZ will circulate the Triathlon NZ ITU U23 Selection Policy to its members and will list the policy on the Tri NZ web site. Athlete members will be responsible for ensuring that they are fully aware and understand the Policy and its contents and any such changes to the policy should they occur.

1.5. This policy is contingent on the International Triathlon Union (ITU) making no change to the current Race Competition Rules on U23 team size or other eligibility specifications for nations competing at the TWCGF.

2. ELIGIBILITY

2.1. To be considered for selection to the New Zealand U/23 Team (TEAM) for the 2012 ITU Triathlon World Championships Grand Final, athletes must be 18 - 23 years of age with age determined on the 31st of December 2012. Lower age limit: If an athlete is 17 years old and turns 18 in the year of the competition they are eligible to compete. Upper age limit: If an athlete is 22 years old and turns 23 in the year of the competition, they are eligible to compete.


2.2. There are specific rules laid down by the ITU regarding eligibility when competing for a National Federation. Rules regarding nationality and citizenship are based on the conditions laid down in the charter of the International Olympic Committee. The requirements for team members are:

2.2.1. Be a citizen or national of New Zealand.

2.2.2. Hold a current Triathlon New Zealand race license and in good standing with Triathlon New Zealand.

2.2.3. Has not represented another country, in the ITU World Championships, in the previous three years.

2.3. Other rules apply to naturalized persons and those with dual citizenship. If there is any doubt regarding eligibility to compete for New Zealand please contact the Triathlon New Zealand Office for clarification.

3. NOMINATION CLOSING DATE

3.1. All athletes who wish to be considered for TEAM positions must notify the Tri NZ Selection Commission of their availability for selection on the appropriate nomination form. Tri NZ Nomination Forms must reach the Triathlon New Zealand office 5 working days prior to the first selection race. Nomination Forms will be available through the Triathlon New Zealand Office and the Triathlon New Zealand web site.

4. SELECTION CRITERIA

4.1. Both male and female athletes to be selected for the 2012 ITU World Triathlon Championships Grand Final athletes are required to meet the following Triathlon New Zealand selection and ITU qualifying criteria:

5. 23 AND UNDER CRITERIA

5.1. The selection to the Tri NZ U23 men's and women's teams will be based on the selection criteria below.

5.2. The number of slots available to Tri NZ is determined by the ITU according to ITU Race Competition Rules, Tri NZ may select 2 male and 3 female maximum, (allocation determined by results at world champs 2011) U23 TEAM members to represent New Zealand at the 2012 ITU Triathlon World Championships (TWC).

5.3. The U23 selection race for the 2012 ITU Triathlon World Championships will be the

The following options will be taken into consideration in regards to discretion; 2011 Auckland ITU World Cup, 2012 Kinloch, 2012 Geelong, 2012 Mooloolaba ITU points race, 2012 Mooloolaba ITU world cup race, 2012 Sydney ITU World Champs Series Race.

5.4 Tri NZ reserves the right to request swim and/or run time trials and/or a bike test to confirm any athlete's fitness prior to the World Championships at the discretion of the National Coach and/or the Elite Selection Commission.

5.5. All U23 athletes must compete in Oceania Champs Devonport, Tasmania, Australia 10thand 11th March 2012 to be considered for World Championships selection.

5.7 ENTRIES

Each athlete must enter through both the ITU system and the event website and this must be completed prior to 32 days out. Athletes in the High Performance program email marlene.lucas@triathlon.org.nzfor their ITU entry; athletes NOT in the High Performance program email claire.attwood@triathlon.org.nzfor their ITU entry. Please indicate in your email if you are requesting entry for both races or which one if you are unable to compete at both.

6. Tri NZ QUALIFYING SLOTS WILL BE ALLOCATED IN THE FOLLOWING ORDER:

6.1. Any athlete who finishes in the top Three (3) in the previous year's World Triathlon Championships (U23), and is still eligible for the U23 category, will be automatically selected for the following year's World Triathlon Championships. These athletes may be subject to swim and/or run time trials and/or bike test to confirm their TEAM position.

6.2. If there are slots remaining, the next place will be granted to the first New Zealand male and female finishers at the Oceania Champs Devonport, Tasmania race provided they finish within 3% of the overall winner time (this includes senior elite athletes if the U23 & elite races are combined). If this person has already qualified a position from point 6.1 then this position will not roll down.

6.3. If there are slots remaining, or any wild card slots allocated by the ITU, the next place(s) will be determined by selector discretion on the basis of performance at the nominated races in 5.3. (The depth/quality of field and athlete placing will be used to determine this spot(s).)

6.4. Up to two non-traveling reserves may also be named.

6.5. The final composition of the team will be announced no later than 14 days post the final selection race unless the selection is under protest, or unforeseen events have occurred. (The final race will be Sydney April 2012.)

7. GENERAL

7.1. Nominating Higher Age Categories - Athletes wishing to compete in higher age categories must inform the Tri NZ office of their intentions. Athletes wishing to compete in a higher age category may lose any selection gained in their appropriate age category if they do not accept this selection before the due date. At the selector's discretion, athletes may be promoted to a higher age category if they meet the appropriate performance criteria for that category. It is incumbent upon the athlete to inform the Tri NZ office of their intention to attempt to qualify for a higher age category prior to the last selection race of their age category. In the case of an athlete being promoted, reserves may be promoted to any available spot.

7.2. Team racing - selection may be based upon individual strengths which may contribute to the performance of the TEAM as a whole at the 2012 Triathlon World Champs (TWC). This may also include willingness and ability to fill and/or complete a role that may enhance New Zealand's medal potential at the 2012 TWC.

7.3. Potential- selection may be based on potential to develop from the International experience provided by being a Member of the TEAM for future national teams.

7.4. Standards - A major selection consideration will be the selection of a team of world class standard and therefore not all positions may be filled.

7.5. Reserves - Reserves may be named for the U23 team if all positions are filled and the reserve athlete is of world class.

7.6. Special Circumstances - During National Selection Event(s): Where injury, illness, mechanical factors, misadventure or other relevant factors have prevented completion of National Selection Events an athlete may apply for a Dispensation on their Dispensation Nomination Form. All evidence to support such a Dispensation nomination must be included and forwarded to the Tri NZ Selection Panel, via the Triathlon New Zealand administration office, within 4 hours of the selection race. The form is available from the Tri NZ office or from the Tri NZ web site. Dispensation for events that have occurred prior to a selection race must be submitted prior to that selection race.

7.7. Swim, Bike and Run Fitness Test – Any athlete may be required to do a swim and/or run time trials and/or a bike test and/or medical examination at the discretion of the National Coach and/or Elite Selectors solely to determine an athlete's readiness to perform at the 2012 ITU World Championships. See separate time trial policy for set times and conditions.

7.8. Withdrawal - If a selected TEAM member should withdraw and or is declared unfit to continue as a TEAM member the Tri NZ Selection Committee may replace this member with the first reserve athlete (if appropriate).

7.9. Injury or illness - If a selected TEAM member is determined to be injured or ill subsequent to selection, their continued status as a TEAM member will be re-assessed by the Tri NZ Selection Committee in consultation with the Tri NZ medical personnel or nominated representative.

7.10. Process - The nominated provisional team will be submitted to the High Performance Advisory Group for ratification.

7.11 The TEAM members may be required to attend a pre-championships camp at a venue in New Zealand or Australia preceding competing in events overseas.

8. Tri NZ FUNDING 8.1 Tri NZ will not fund any athletes to attend the selection race.

8.2. Tri NZ will appoint a manager for the Elite Representative teams travelling to the World Championships.

9. ATHLETE AGREEMENT

9.1. All members of the TEAM will be required to sign an Athlete Agreement and DFSNZ Drug testing form distributed by Triathlon New Zealand within 14 days of the announcement of the TEAM.


9.2. Any selected member of the TEAM not willing to sign the agreement, which meets the minimum requirements laid down by Tri NZ, will be replaced in the TEAM.

10. ANNOUNCEMENT OF THE TEAM

10.1. The provisional TEAM will be announced no later than 14 days post the final selection race (the final race being Sydney World Champs race April 2012).

11. APPEAL AGAINST NON-SELECTION

11.1. Any U23 member who has satisfied the above Eligibility Criteria and who has lodged a Nomination Form as per the requirements of this Policy and considered for selection by the Tri NZ Selection Commission may appeal against their non-selection.


11.2. Any appeal against non-selection must be in writing and clearly outline the basis for the appeal. Appeals must be lodged with the Tri NZ office, accompanied with a fee of $50 and forwarded to the Tri NZ office with seven (7) days of the announcement of the provisional team.
